Select Board Special Meeting
Members Attending: Jamie Paustian, Glenn Sherman, Matt Bykowski, Cynthia Browning, Dan Harvey

1. CALL TO ORDER at 7:00 pm
Additions and Deletions to the agenda: Matt Bykowski made a motion to add “highway budget matter” to the agenda, seconded by Cynthia Browning, approved unanimously.
2.PUBLIC COMMENTS: None
3. EXECUTIVE SESSION
3.1 Matt Bykowski made a motion that premature discussion of a personnel matter would cause the municipality to suffer substantial disadvantage. Seconded by Glenn Sherman. Motion approved unanimously by members present. Matt Bykowski made a motion to enter into Executive Session for discussion of a personnel matter and to allow Nick Zaiac and Mark Robinson to remain in the room. Seconded by Glenn Sherman. Motion approved unanimously by members present. Entered at 7:02 PM. Exited at 7:52 PM, with the decision to authorize the Town Administrator to make an offer to a candidate.
4. NEW BUSINESS
4.1 EPA Technical Assistance: Members briefly discussed and reviewed the scope of work included in the board packet, with the Town Administrator noting this project had been discussed at the recent Wastewater Committee meeting. Motion to authorize participation in EPA technical assistance for wastewater by Matt Bykowski, seconded by Jamie Paustian. Approved unanimously.
4.2 Highway budget matter: Mark Robinson briefly discussed the proposed scope of work for paving patch work with Bacon Companies including a day rate of $4250 for labor and machines with the town providing trucking and materials. It was noted that this would typically be within Town Administrator authority to approve, unless the project requires extending to 2 days in which it would require a board budget overrun vote. The Town Administrator noted that if this were the case, the overrun funding would be pulled from unused crack sealing funds, a closely analogous use. The board expressed a sense of the board to authorize the work with intention that it would approve the override if needed.
