ARLINGTON SELECTBOARD
APRIL 24, 2017

The meeting was called to order at 7:03 pm by Chairman Keith Squires.
Minutes of Meeting of April 10, 2017: Mr. Jennings made a motion to approve the minutes of the meeting of April 10, 2017 as presented. Seconded by Mr. Williams. Motion carried.
Highway Report: Mr. Squires reported that the road crew has been grading, and putting gravel down on the roads. E-911: Mr. Squires reported that every year there is a State rep that reviews the E-911 system and lists any problems or concerns. Board members reviewed copies of the ‘map’ of Tory Lane area. There is a ‘blank’ area where the highway turns into a class 4 highway. The West end of Tory Lane is okay – but the north end needs to be re-numbered – from north to south – which also means that there would have to be a road name change. There was discussion on this issue. Ms. Browning made a motion to rename the north section of Tory lane as ‘North Tory Lane’ and establish new E-911 house numbers as required. Seconded by Mr. Harvey. Motion carried.
Town Bridges Program: Board members reviewed a copy of BCRC’s Town Highway Bridges Program prioritizing bridge projects with Arlington Bridge #00004 ranked #2 in the County – but we are still 242 as far as statewide ranking. Mr. Squires noted that at least we are “on the list” and moving up.
Trees on Crow hill Road: Mr. Squires reported that the property owner at 9 Crow Hill Road has called and is concerned about two large silver maples that are in the Town’s right of way and he was asking about the possible removal of theses trees.. Gary is trying to get some prices on taking these down.
Paving: Mr. Squires reported that he is still getting prices on paving.
Water Department: Mr. Squires reported that he had a conversation with the State this morning regarding the $20,000.00 grant. He also reported that the Water Department has to put together a new ‘sampling plan’ for the state. The changes will require more sampling, and in more specific times and places. The first quarter water bills have gone out. Warrants & Orders: Bond Bank Account: Mr. Harvey made a motion to authorize payment of $180.87 to Bank of Bennington for a payment of interest on the loan from the Water Department Bond Bank Account for Warrant #B-17 dated April 24, 2017. Seconded by Mr. Jennings. Motion carried. Operating Account: Mr. Harvey made a motion to authorize payment from the Water Department Operating Account for Warrant # WD#8 dated April 24, 2017 for the amount of $8,836.19. Seconded by Ms. Browning. Motion carried.
Old Business: Shires Housing: Mr. Squires reported that Treasurer Linda Crosby will be working with BCRC as far as setting up an account for the ‘pass through’ monies.
Camping on the Battenkill-Update: Mr. Squires reported that he realized — in order to fulfill the requirement for the State – the Town has to go through the normal “Town of Arlington” process as far as rewarding a bid – noting that the RFP has to be published and posted. Mr. Squires noted that he did not get that done. He will contact Camping on the Battenkill and inform them of this. Mr. Squires will get something written up for the Banner and for posting. The Board was in favor of holding a special meeting to address this issue on Wednesday May 10th.

Yellow Barn Farm: Ms. Browning reported that she had spread grass seed where the dirt had been removed, and she has finished measuring most of the windows. Mr. Jennings stated that he would go down and take a look at the windows.
Dog Park Grants: Mary reported that Elizabeth Berger had sent her a report on grants available to “Boost Dog Parks”. Copies of this information was given to all Board members. Mr. Squires noted that all the money donated for the dog park is in the Yellow Barn Fund and when purchases are made – this money will have to be transferred. There was discussion on putting up fencing and a gate. Mr. Harvey will get a ‘work party’ going on this project.
New Business: Liquor License: Mr. Harvey made a motion to approve the renewal of the first class liquor license for the Arlington Inn. Seconded by Mr. Jennings. Motion carried.
Cemetery Maintenance Contract: Mr. Harvey made a motion to authorize Keith Squires to sign the contract between the ‘Town of Arlington Selectboard/Arlington Cemetery Commissioners and Ransom Goodell for maintenance at both Town Cemeteries. Seconded by Ms. Browning. Motion carried.
Warrants & Orders: Payroll: Mr. Harvey made a motion to authorize payment of $408.00 to Keith Squires for duties as Interim Administrator for the period April 9, 2017 through April 22, 2017 as noted on Payroll Order #17B dated April 24, 2017. Seconded by Mr. Williams. Motion carried with Mr. Harvey, Mr. Jennings, Mr. Williams, and Ms. Browning voting in favor of the motion. Mr. Squires abstained from the vote. General Warrant: Mr. Harvey made a motion to authorize payment of Warrant Order #8 dated April 25, 2017 for the total amount of $14,679.61. Seconded by Ms. Browning. Motion carried.
All Other Business: Speed Cart: Mr. Harvey reported that the Speed cart had been near his house for a few weeks. He stated that it made a big difference in the speeders.
Firemens’ Physical Exams: Mary reported that she had heard back from Occupational Health at the hospital (SWVMC). They will perform the physicals for the same cost that Dr. Welther’s office was charging when they were done there. Appointments need to be made for these physicals and they can start anytime. Chief Jamie Paustian has been notified about this.
Green-up: Mr. Squires reported that Green up will be at the Rec Park this year on Saturday May 6, 2017.
HHW: Household Hazardous Waste Day will be held Saturday May 20th at the Bennington transfer station.
ICS 402: Mr. Squires reported that Saturday April 29, 2017 there will be an ICS 402 held at Sunderland Town Hall 9am – 12 noon.
Mr. Jennings made a motion to adjourn the meeting. Seconded by Mr. Harvey. Motion carried. The meeting was adjourned at 8:32pm.
