ARLINGTON WATER DEPARTMENT COMMISSIONERS
MINUTES OF MEETING of July 20, 2026
Commissioners in Attendance: Matt Bykowski, Glenn Sherman, and Sebastian Massey
Commissioners Absent: Dan Harvey and Jamie Paustian
Also in Attendance: Chief WD Operator, Josh Brace, GNAT TV and Janet Barry, via Zoom.
The meeting was called to order by Mr. Bykowski at 7:00PM
Agenda Additions or Deletions: None
Minutes of April 20,2026: Mr. Sherman made a motion to accept the minutes of the meeting of April 20, 2026, as presented. Mr. Massey seconded, motion carried, with Mr. Harvey and Mr. Paustian absent.
Public Comments: None
Report of the Chief Operator: Meter Replacement: Mr. Brace said he and Ms. Dixon had met with meter replacement representatives recently. He recommends cellular ultra sonic meters. The possibility of replacing all the one quarter of malfunctioning meters in one year with a $100,00 loan from the Bond Bank, and paying $12,000 over ten years was discussed. Mr. Brace will continue meeting with meter companies.
Allied Collections: Mr. Brace said if water customers who are in collections with Allied pay the Town directly, Allied sends the Town a bill for their percentage of the payment. The new protocol seems to be effective, with bills that are $300-$600, over 120 days, range being sent to Allied.
Generator Project: Mr. Brace said Suburban Propane will remove the old tank and lines and the new generator is scheduled to be installed in August.
He said he is working on a service water main line repair on Jaspar Lane and had sent out water shut off notices and placed signs for the project this week.
Shut-Off Notices: He has sent out twelve delinquent shut-off notices , with shut offs scheduled for July 23, 2026 He sent letters and knocked on doors and left the notices directly at the affected houses. There are four protest letters that will be discussed in Executive Session and two renters have signed agreements.
Aged Receivables: Mr. Brace said the over 120 days are down, and 22 accounts are habitual delinquencies.
Wastewater Agreement: It was discussed that the contract Mr. Bykowski created for Mr. Brace to manage the school wastewater system would be sent to the school for their review and then discussed at a future meeting. It was discussed that it would give insight to the conditions of the system and the work involved with maintaining the system. Mr. Brace feels he can handle the additional workload and his Chief Operating Officer position with the Town.
It was as sense of the Water Board to pursue this agreement and send the contract to the school for their review.
Executive Session: Mr. Massey made a motion that premature discussion of legal issues would cause the municipality to suffer substantial disadvantage. Mr. Sherman seconded the motion. Mr. Massey made a motion to enter into Executive Session for the discussion of legal issues and to allow Town Administrator, Katie Dixon, and Chief Operator, Josh Brace, to remain in the room. Mr. Sherman seconded the motion. The Water Board entered Executive Session at 7:23PM. The Water Board exited Executive Session at 7:37PM. No decisions were made as a result of the Session.
Mr. Sherman made a motion to adjourn the meeting. Mr. Massey seconded. Motion carried. Meeting adjourned at 7:38PM
