ARLINGTON SECECTBOARD

August 22, 2022

Members Present:  Dan Harvey, Cynthia Browning, Todd Wilkins, Glenn Sherman and Jamie Paustian

Members Absent:  None

Also Present:  (In person, or via Zoom) Town Administrator- Nick Zaiac, Ali Elwell Zaiac, on behalf of the Arlington Rescue Squad, and Janet Barry

The meeting was called to order at 7:00 PM, by Mr. Harvey.

Public Comments:   Mr. Harvey asked for public comments unrelated to agenda items. There were none.

Minutes of the Meeting of August 8, 2022: Mr. Wilkins made a motion to accept as presented, the minutes of the August 8, 2022 meeting. Ms. Browning seconded. Motion passed unanimously.

Highways:  Oil Pan Repair Award:  The Board reviewed two quotes for the new oil pan. Delurey for $1,700.00 and Snow Depot for $1,650.00. It was discussed that the Snow Depot part is a better productive because it is stainless steel. It was discussed that the shipping costs were unknown at this time. Mr. Wilkins made a motion to approve the oil pan purchase from Snow Depot for $1,650.00. Mr. Paustian seconded. Motion carried unanimously. Ms. Browning said in the future she would like more information of shipping costs before voting.

New Business:  Audit RFP Award: The Board reviewed quotes from two auditing firms. RHR Smith for $16,500.00, and Sullivan Powers for $20,400.00. Mr. Zaiac said they are equally qualified, and prices are competitive and what other towns have paid.  Mr. Zaiac said RHR Smith has done work for the Town. Mr. Wilkins said the school has used RHR Smith and were happy with their services.  Mr. Wilkins made a motion to accept the quote from RHR Smith for $16,500.00. Mr. Paustian seconded. Motion passed unanimously. Mr. Zaiac said it is a one-year contract that is renewable for five years at the same price. If a major project needed to be done there would be a lump sum escalator flat fee of $3000.00.

Executive Session: Ms. Browning made a motion that premature discussion of personnel, contract, and property matters would cause the municipality to suffer substantial disadvantage. Mr. Wilkins seconded. Motion carried. Ms. Browning made a motion to enter into Executive Session for discussion of personnel, contract, and property matters and to allow Town Administrator, Mr. Zaiac, and Ali Elwell Zaiac, on behalf of the Arlington Rescue Squad, to remain in the room.  Seconded by Mr. Wilkins. Motion carried. The Board entered into Executive Session at 7:11PM. The Board came out of Executive Session at 8:15PM. No decisions were made as a result of the Executive Session. Mr. Harvey said the Treasurer had given them notice of a small adjustment to the Grand List for a corrected amount of a land parcel, which has no significant impact.

Town Administrator’s Report: Mr. Zaiac submitted his Town Administrator Report to the Board. The Board had no questions of Mr. Zaiac.

Water Department Warrants and Orders:  Mr. Wilkins made a motion to approve Warrant WD#16, in the amount of $5,516.73. Mr. Paustian seconded. Motion passed unanimously.

Warrants and Orders:     Mr. Wilkins made a motion to approve CRF Warrant # 22-3, in the amount of $2,500.00, to Hawley Grading for foundation work at the Yellow Barn.   Mr. Paustian seconded. Motion passed unanimously. Mr. Wilkins made a motion to approve Warrant #16 in the amount of $30,800.22. Mr. Paustian seconded.  Motion passed unanimously.

Other Business:  None

Mr. Wilkins made a motion to adjourn. Mr. Sherman seconded. Motion passed. Meeting adjourned at 8:20.
