4.1 Yellow Barn
Town Administrator Zaiac gave an update per emails from Otter Creek Engineering regarding the use of state funds for work at the Yellow Barn property. Motion to approve of work to facilitate the use of the Yellow Barn property for wastewater purposes by Matt Bykowski, seconded by Steve McClafferty, approved universally among members present.
4.2 Other updates
Town Administrator Zaiac gave further updates on other matters related to wastewater. He noted the adjustments to the zoning bylaw pending approval that would make the code compliant with current law should wastewater be added. Member Rodriguez noted that the state failed to act on stormwater matters in the HOME Act, such that some of the wastewater-based preemption of local zoning powers continues to run into extreme legislative headwinds when new structures are planned.
The Town Administrator also noted that the town is participating in a case study with the state that will include a site visit later in the year and he appealed to the group for ideas on which small area could be targeted for their review. Finally, he noted that the town had a positive meeting with the school plant’s wastewater regulator, and that the process of getting state approval for plant expansion is likely much easier than it would be for siting a new-build plant.
