Request for Statement of Qualifications (RFQ)

Project title: Arlington-East Arlington Village Wastewater Study

Proposal due date: Responses due August 31, 2022 at 2 pm

The Town of Arlington, Vermont is seeking Statements of Qualifications (SOQ) from qualified

engineering firms detailing the firms’ qualifications, technical expertise, management and staffing

capabilities, references, and related prior experience. Required professional services will initially

include a needs assessment and feasibility study and may be amended to include: preliminary

engineering services, design- and construction-related services, preparation of bidding and contract

documents, answering questions on the project associated with a separate study on the finance and policy associated with project implementation, participation in the evaluation of bids received, and monitoring and inspection of construction activities to ensure compliance with plans and specifications.

The Town seeks initially to conduct a Village Wastewater Feasibility Study to include a

feasibility study for Arlington Village and East Arlington Village and areas immediately adjacent to them, including a feasibility level analysis for decentralized wastewater system(s).

The feasibility analysis shall cover four areas of concern:

  • This feasibility analysis will consider the potential for expansion or improvement of the existing plant located at the Arlington School, Direct Discharge Permit No. 3-1372 to serve additional properties, otherwise referred to as Area 1 on the attached map.
  • It will also include the analysis of new treatment areas for Areas 2, 3, and 4 on the attached map.

The Town notes that there have been multiple past studies of wastewater solutions for the Town or sub-areas thereof over the course of approximately 50 years. It further notes that as a general matter, there is limited open land outside the floodplain available for potential wastewater use. The Town further acknowledges that there are few, if any, existing, unencumbered government landholdings suitable for potential wastewater use. Attention is directed to the fact that the proposed project may be undertaken with a variety of

Federal and State funds, including initial funding of up to $100,000 through the Vermont Department of

Environmental Conservation Engineering Planning Advance Program, with potential future work to

be funded by the Clean Water State Revolving Fund, and that all work will be performed in

accordance with the regulations issued by such agencies and the State of Vermont pertaining

thereto.

Procurement of said services will be through a Qualifications Based Selection (QBS) and will be in

accordance with elements of the procurement process in 40 U.S.C. § 1101-1104. The Town is not

seeking detailed scope of services of cost proposals at this time, however both will be requested

once the most qualified firm is selected. Qualified firms/candidates interested in being considered

for this project must submit seven (7) copies each and one (1) digital copy (cloud or flash drive) containing the following: (1) A letter of interest; (2) A statement of qualifications and experience of staff persons who will be involved with the project; (3) References; and (4) Related prior experience. Submit the requested information no later than 2:00 PM on August 31, 2022 in order to receive consideration.

The Town shall evaluate the statements of qualifications and performance data and other material

submitted by interested firms and select a minimum of three firms which, in its opinion, are best

qualified to perform the desired services. Interviews with each firm selected shall be conducted,

which may include discussions regarding anticipated concepts and proposed methods of

approach.

Criteria include experience in the State of Vermont including familiarity with Vermont state wastewater programs, experience designing projects involving federal funds.

The Town shall rank, in order of preference, these three professional firms deemed to be

the most highly qualified to provide the services required, and shall commence scope of services

and price negotiations with the highest qualified professional firm for engineering services.

The selection of a consultant shall be made without regard to race, color, sex, age, religion, national origin, or political affiliation. The Town of Arlington encourages proposals from qualified Minority or Women Owned Business Enterprises (M/WBE).

Ranking Decision and Interview Invitations: September 1, 2022

Present recommendation to Select Board and Select Board final decision: September 26, 2022

Contract negotiations to proceed promptly thereafter

Project completion target date winter 2023-2024
