ARLINGTON SELECTBOARD
SEPTEMBER 11, 2017

Members Present: Keith Squires, Daniel Harvey, Timothy Williams, Cynthia Browning
Members Absent: Reggie Jennings Jr.

The meeting was called to order at 7:05pm by Chairman Keith Squires.

Minutes Meeting of August 28, 2017: Mr. Harvey made a motion to approve the minutes of the meeting of August 28, 2017 as presented. Seconded by Ms. Browning. Motion carried.

Highways: The highway now has three (3) employees at work as the two new hires are now on the job. The crew has been trucking some gravel, doing spot grading, and the project on River Road has been pretty much finished.
Project Update: Berwal Road Culvert: Mr. Squires stated that they are still waiting for the culvert for the Berwal Road project.
Winter Sand: Mr. Squires reported that the Town had received one bid for winter sand as follows: Peckham – 3000 tons from the Dailey’s Shaftsbury site at $13.75/ton delivered for a total cost of $41,250.00 delivered. Mr. Harvey made a motion to contract with Peckham for winter sand for the 2017-2018 at $13.75/ton delivered per their quote dated August 22, 2017. Seconded by Ms. Browning. Motion carried. Winter Salt: Mr. Squires reported that the Town had received one bid for winter salt as follows: Morton Salt – $74.89 per ton delivered. Mr. Harvey made a motion to contract with Morton Salt for bulk Safe-T Salt at $74.89 per ton delivered for the 2017 – 2018 season per their quote dated September 8, 2017. Seconded by Ms. Browning. Motion carried. Mr. Squires reported that we are still waiting for quotes from Cargill and from American Rock Salt.

Water Department: WD Warrants & Orders: Mr. Harvey made a motion to authorize payment of WD Warrant #18 dated September 11, 2017 for the amount of $2,945.10. Seconded by Ms. Browning. Motion carried.

Old Business: Lions Pavilion: Mr. Squires stated that he had approached the school regarding clearing the school items out of the Pavilion. To date nothing has been done at that site. Mr. Williams questioned when the shed would possibly be taken down. Mr. Squires noted that the road crew has not had time to do any work on removing that building – and another possibility might be a controlled burn by the Fire Department.

New Business: Liquor License: Mary noted that Jonathan’s Table restaurant business has been sold and the new owners are asking for a liquor license. Mr. Harvey made a motion to approve

the Class 1 liquor license for Jonathan’s Table –as requested by the Parker and Mason Restaurant Group. Seconded by Mr. Williams. Motion carried.
Upcoming Public Meetings: There will be a public meeting regarding updating on public safety – with the State Police present as well as others in attendance – on Thursday September 14, 2017 at 7pm in the federated Church. There will be a public meeting on Friday September 22, 2017 at 12 noon at the Mack Performing Arts Center for an “announcement concerning the future of Arlington”. The public is urged to attend these meetings if possible. Mr. Squires asked Mr. Williams to be the liaison between the Town and these groups.
Payroll Processing by an Outside Firm: Mr. Squires stated that the elected treasurer of the Town is the only person who can handle tax payer dollars. Board members reviewed a list of benefits and costs possibly connected to using an outside firm to do payroll. Mr. Williams stated that Don Keelan and Florence Belnap drew this up and would be willing to come in to discuss this issue with the Selectboard.
Former Chittenden Bank Property: Mr. Squires reported that the former Chittenden Bank property is under foreclosure and in the courts and will probably take at least another six (6) months.

Warrants &Orders: General Warrant: Mr. Harvey made a motion to authorize payment of Warrant Order #18 dated September 12, 2017 for the amount of $36,406.69. Seconded by Ms. Browning. In discussion, Mary noted that there was a large quarterly payment on this warrant for the PACIF insurances for the 4rth quarter of 2017. Motion carried.

All Other Business: Water Commissioners Meeting: Reminder there will be a Water Commissioners meeting on Monday September 18, 2017 at 7pm in Town Hall.
Battenkill Valley Health Center Open House: There will be an open house at Battenkill Valley Health Center on Wednesday September 27, 2017 from 5:30pm to 7pm.

Mr. Harvey made a motion to adjourn the meeting. Seconded by Mr. Williams. Motion carried. The meeting was adjourned at 8:20 pm.
